Conducted in partnership with international petroleum consortia—notably the Italian national hydrocarbon agency ENI (Agip Mineraria) and American concessionaires—exploratory deep drilling programs were launched across the central and southern plains of Somalia to evaluate fossil fuel deposits and establish energy sovereignty.
