Following the general elections of March 1959, the Legislative Assembly of the Trust Territory of Somaliland (AFIS) was formally empowered as a Constituent Assembly (Assemblea Costituente). Tasked with drafting and debating the first national constitution for the soon-to-be independent state, the body laid down the constitutional and democratic framework that would govern the unified Somali Republic upon its independence in July 1960.

Designed by Corrado Mancioli, the artwork features an illuminated book of law adorned with the National Coat of Arms of Somalia on its cover, set open on a table. In the background rises the clock and bell tower of the government palace in Mogadishu, symbolizing the rule of law, constitutional governance, and democratic institution-building on the final path toward sovereignty.
