his semi-postal issue focuses on the integration of classical roman monumental history with contemporary political institutions, released to support the social welfare fund of the Voluntary Militia for National Security (Pro Opera Previdenza M.V.S.N.). The detailed central illustration depicts the imposing circular structure of Castel Sant'Angelo along the Tiber River, carrying a powerful architectural message of defensive fortification, historical survival, and Roman imperial continuity. Framing the ancient fortress are two large structural pillars adorned with fasces and the dates "1-I-MCMXXII" and "1-I-MCMXXVI," symbolizing the regime's self-proclaimed role as the guardian and builder of a rejuvenated Roman state. Surcharged and overprinted with "SOMALIA ITALIANA," this 20-centesimi plus 40-centesimi stamp demonstrates how fiscal administrative systems overseas were employed to promote political solidarity and support paramilitary social programs in the mother country.
